Specifications include, but are not limited to: ● Task No. 1 – Preparation of Bridge Maintenance Plan: o The purpose of this task is to prepare a comprehensive Bridge Maintenance Plan (BMP). The BMP shall have extensive procedures and methodologies for identifying bridges that require immediate repair, retrofit, and/or continuous maintenance. It is recommended to utilize current Caltrans Bridge Inspection Reports (BIR) as well as supplemental site inspections as a basis for the BMP. The BMP will also include a matrix which lists the anticipated projects and corresponding fiscal year in which the projects can be advertised/committed. The preparation of the BMP shall be in conjunction with City staff and regulatory agencies.; ▪ Establish methodology for identifying and prioritizing bridges throughout the City in need of minor repair, retrofit, and/or continuous maintenance.; ▪ Identify and prioritize the top 50 bridges in need of minor repair, retrofit, or maintenance. Coordination with local stakeholders such as council district offices and community groups is recommended to aid in the identification of bridges in need of maintenance.; ▪ Provide bridge specific recommendations for required maintenance for the top 50 bridges along with preliminary estimates for repairs to aid in the establishment of an annual budget for bridge maintenance over the next five to ten years.; ● Task No. 2 – Prioritization of Projects: o Identify grants at the federal, state, and local levels that may apply to bridge and/or tunnel improvements. The firm shall consider improvements beyond structural deficiencies. Grant considerations shall include, but are not limited to, structural integrity, functionality, capacity, connectivity, historical significance, pedestrian/bicycle needs, environmental/wildlife concerns, safety, equity, etc.; o Identify and prioritize bridges that meet any of these grant criteria.; o Coordinate with local council offices, community groups, and other public agencies to identify future planned improvements. These improvements shall be taken into consideration when identifying grant eligibility.; o Develop a schedule for grant applications. ; ● Task No. 3 – Applications for Infrastructure Grants: o This task shall require thorough research, review, and analysis of the 25 Grants/Funding Sources to be highlighted as part of the Bipartisan Infrastructure Law. All eligible grants shall be identified, and final documentation shall be prepared in accordance with the prioritized bridge projects as referenced in Task No. 2. This task shall also require the actual application for eligible Grants/Funding Sources. The anticipated projects matrix as described in Task No. 1 shall be updated accordingly based upon the tracking and progress of applied grants.; o This Task shall include applying for planning grants to aid in funding extended tasks for the BSP or preliminary engineering tasks (such as design and environmental) as the programs allow.
