This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
This solicitation, 70Z0G321QPB201600, is issued as a Request for Quotation (RFQ).
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular ***2021-03***.
This solicitation is a full and open competition under NAICS 611710, Educational Support Services, with a small business size standard is $16.5 million.
The purchase order resulting from this solicitation will be issued as a FIRM-FIXED PRICE purchase order. All proposals submitted shall include cost breakdown, unit price, extended price, payment terms and discount offered for prompt payment. The closing date and time for offers is 23 July 2021 at 3:00PM EDT. Email quotes are acceptable and may be e-mailed to the POC Angela D. Sadowski, Contract Specialist, Angela.D.Sadowski@uscg.mil.
Anticipated Award Date for the purchase order is no later than 31 July 2021; this date is an approximation and not exact.
All training is to be provided in accordance with (IAW) the below line items, Attachment B, Performance Work Statement (PWS), Attachment C, Provisions and Clauses, and the below line items:
Line Item 1: 1 each 5-day Shipboard Cable Installation and Inspection Training session for 20 participants. Training is held at USCG facilities in Portsmouth, VA from 16 August 2021 – 20 August 2021. This includes travel, shipping of materials for the class, class materials, and labor.
Line Item 2: 1 each 5-day Shipboard Cable Installation and Inspection Training session for 20 participants. Training is held at USCG facilities in Alameda, CA from 13 September 2021 – 17 September 2021. This includes travel, shipping of materials for the class, class materials, and labor.

NOTICE TO OFFERORS CONCERNING REPRESENTATIONS AND CERTIFICATIONS: This solicitation contains FAR Provision 52.204-8, Annual Representations and Certifications and FAR Clause System for Award Management. In accordance with FAR 4.1201, offerors and quoters are required to complete electronic annual representations and certifications in SAM accessed via https://www.sam.gov as a part of required registration. All registrants are required to review and update the representations and certifications submitted to SAM as necessary, but at least annually, to ensure they are kept current, accurate, and complete. The representations and certifications are effective until one year from date of submission or update to SAM.
This Procurement will be awarded on the basis of Best Value: The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer, conforming to the RFQ, will be the most advantageous to the Government, price and other factors considered.
