Specifications include, but are not limited to: The Bruce Brook Watershed Based Plan (WBP) will address identified nonpoint source (NPS) water quality impairments with the goal of eliminating or reducing the identified impairments, such that Bruce Brook will meet Connecticut Water Quality Standards. This WBP must be prepared in accordance with U.S. EPA’s required 9 Elements. The selected firm shall be required to provide the following: Conduct project meetings to include the preparation of agendas and meeting minutes. This includes public outreach meetings with the Conservation Commission and quarterly meetings with the project team. Review existing data, pertinent CT-DEEP Total Daily Maximum Loads (TMDL) and other relevant plans, studies and reports. Provide detailed list of information sources. Conduct field assessment, after identifying priority stream reaches/subwatersheds, to identify causes and sources of NPSrelated water quality impairments and areas for potential implementation projects. Develop any QAPP(s) necessary for collection, analysis or manipulation of environmental data for CT-DEEP and U.S. EPA approval. Prepare draft and final Existing Conditions Report, with information collected during review and assessment. Conduct modeling to determine load reductions needed to achieve water quality goals for Bruce Brook. Conduct a desktop analysis to identify potential opportunities to install or retrofit Best Management Practices (BMP) to address causes/sources of impairment and estimate the nutrient reductions associated with these using appropriate modeling tools. Determine budgets for BMP implementation. Utilize community demographic and health data along with community feedback to identify priority areas for BMPs and ensure equity in BMP implementation. Draft WBP based on U.S. EPA’s 9 Element Watershed Based Plan guidance that will identify short, mid and long term projects, and additional indicators to measure progress. Work with Town to conduct public outreach and education to solicit public comment on draft plan. Review public comment and, as appropriate, incorporate into draft plan. The final plan shall be submitted in electronic format to the Town of Stratford. Prepare the Grant Reporting Documentation for submission to CT-DEEP as required in the terms of the grant. Such reporting requirements include, but are not limited to; Quarterly Progress Reports, Final Report, Final Financial Report with Match Documentation, CT-DEEP “9 Element Watershed Based Plan Component Checklist for CWA Grant Funding” and Grant Reporting Tracking System (GRTS) worksheet.
