Specifications include, but are not limited to: Sam Houston State University (“SHSU” or “University” herein), through this Request for Proposal (“RFP”) is seeking qualified and licensed vendor(s) to provide Commercial Collection Agency Services for the collection of delinquent higher education institutional loans, tuition receivable accounts, and other miscellaneous higher education related accounts receivables (parking, fees, bookstore, housing, etc.). Additionally the vendor(s) should have the qualifications and license necessary to perform collection services for non-higher education accounts receivables (delinquent rent on income producing properties, land leases, etc.). This solicitation sets forth, at a minimum, the specifications, terms, conditions, and requirements to be considered for this solicitation, Section D. SHSU will select the Proposal that offers the “best value” based on the published selection criteria and on its ranking evaluation of submitted proposals. Interested companies (“Proposers”, “Vendor”, “Firms”, or “Contractor” herein) are requested to submit a proposal (“Proposals”).
