Specifications include, but are not limited to: The Department of Human Services, Office of Youth Services (OYS), is requesting proposals from qualified applicants to provide community-based Positive Alternative Learning (PAL) Services for youth who are presenting as at-risk and for their families. PAL Services are to enhance positive youth development for youth exhibiting unproductive at-risk behaviors, i.e., status offenses, such as truancy, in-school suspension, absenteeism, drinking, etc., and especially, in out-of-home school or social environments. A. Provide project-based services and coping strategies, such as: a. Culturally sensitive services to include: 1) Individual and family strengthening activities, i.e., `Ohana or Youth Conferencing. 2) Peace-making strategies, i.e., the art of Ho’oponopono (making amends). 3) Land- or ocean-based activities that integrate traditional and culturally historical knowledge, i.e., ocean navigation, paddling, cultivating lo`i fields (taro patches), restoration of cultural sites, etc. b. Family support services that include: 1) Individual and/or family counseling. 2) Youth- and family-centered wraparound services that coalesce parental/child(ren) and familial relationships. 3) Individual and group services, to include enrichment activities that promote mind-body focus, i.e., mindfulness, meditation, etc. 2. Provide PAL Services and programs utilizing the overarching social work construct of Person in Environment (PIE), see above Diagram 1, within a positive youth development framework. Interested applicants should propose specific programs and services that integrate the values of Aloha and address the unique needs and issues of youth in their home and in their respective communities. a. Promote goal-oriented pro-social changes, such as: 1) have youth engage in sports, arts, music, etc., 2) provide positive mentoring services at the home or in the school environment, 3) divert negative attention on educational-related challenges or failures, such as truancy, in-school suspensions, etc.
