Specifications include, but are not limited to: Data Warehouse for claims of the State Employee Health Plan (SEHP) and State Self Insurance Fund (SSIF); The SEHBP seeks to acquire a data warehouse system that will allow for the accumulation of all SEHBP eligibility and claim data from different systems into a flexible, user friendly, centralized system capable of providing any possible scenario of data for analysis. The data warehouse will provide SEHBP with a tool that useful in accessing data including but not limited to provider reimbursement, provider histories, loss ratios, premiums bills, utilization, and wellness initiatives. This system shall afford the user the ability to pare down any query results to investigate the minutest detail possible. In summary, the system chosen will provide SEHBP a robust and flexible data warehouse capable of answering virtually any question the agency (both the State Employee Health Plan (SEHP) and the State Self Insurance Fund (SSIF) may have. Because State policy disallows SEHBP staff from interacting with identifiable PHI data we are not just asking for cloud data warehouse technical infrastructure but also require the vendor’s ability to do integration, basic data analysis, and the ability to set up and maintain access controls for State staff and our contract actuaries to access deidentified data in the EDW. The SEHP is looking for a vendor to not only house the SEHBP claim data, but also provide a portal with deidentified data for SEHBP and our consultants to be able to run a host of analytical tools, reports, and compare with benchmarking data results.
