Specifications include, but are not limited to: The City of Wichita (COW) is pleased to issue this Request for Qualifications (RFQ) for a Developer Partner for the HOME-ARP navigation, non-congregate shelter, and affordable housing project. The successful party will demonstrate through their response that they possess the necessary qualifications to implement a comprehensive multi-use development through new construction or adaptive reuse and rehabilitation of an existing structure(s) to serve those experiencing homelessness, at risk of homelessness, or other qualifying population identified by the Department of Housing and Urban Development as eligible under the HOME- ARP regulations. The Developer Partner, working in concert with the COW, will be responsible for all design, master planning, financing, pre-development and development activities in accordance with an agreed upon plan
