Specifications include, but are not limited to: Recruit and employ all substitutes. After 10 consecutive work days, a substitute can be hired by Red Clay as a permanent long-term substitute with all vendor fees waived. Provide all employment services including: Payroll: Social Security contributions, Unemployment contributions, Worker’s Compensations costs, and record keeping, including all state and federal reporting. Provide a minimum of $2,000,000.00 liability insurance for each substitute employed. All substitutes are to be fully bonded. Workers Compensation shall be provided consistent to the Statutory Requirements of Delaware. Hold the Red Clay Consolidated District harmless from any and all liability claims arising from any actions of a provided substitute and carry the Red Clay Consolidated School District as an insured. Provide a 24 – hour toll-free (800) number for substitute call – in and school contact. Staff will call the vendor direct to request a substitute. Provide monthly and annual reports of substitute activity and expenditures. Said reports shall include position, school, and district summaries. Include samples of all required and available reports with your bid submission. Ensure that we will be able to cooperatively develop additional reports as needed. Provide a daily report in an Excel spreadsheet format which includes the school, teacher and/or paraprofessional, substitute name, type of absence, time of staff contact and duration of assignment. Provide a daily report of substitute replacements and shortages to each school as well as to the District office. Each school is to be notified at least ½ hour before classes begin. Provide a performance guarantee for fill rates Vendor with employee service location (interviews, badge photos, etc) located in New Castle County preferred. Allow schools and users to request specific substitutes by name. Ability to request specific substitute through website applications required. Provide substitutes for staff who leave or call in after school has begun. Provide a central coordination center for all services.
