Specifications include, but are not limited to: The RDA is seeking a qualified organization that will administer the HILP program annually for the next three (3) years in accordance with the attached Procedures that were adopted by the RDA which outlines program provisions and guidelines and the Department of Housing and Urban Development (HUD) regulations as they pertain to CDBG and HOME funds. The qualified vendor will run the HILP program for the RDA on behalf of the City of Green Bay and provide seamless administration through the transition from an internally run program to a vendor run program under the guidance of the HILP procedures manual, and city staff. Along with ARPA funding that will supplement the qualified energy efficiency items. Services to be provided include but are not limited to: Program promotional material and general promotion Client intake and qualifications Client interview and home inspection Strong knowledge of City Housing Codes and UDC
