Specifications include, but are not limited to: Beaufort County School District is seeking competitive sealed proposals to contract for Professional Roofing firms to demonstrate their ability to perform full service as described, but not limited to the Scope of Work (SOW) outlined in this solicitation. This Scope of Work (SOW) defines the minimal acceptable performance by the contractor in providing defined roofing services at all Beaufort County School District buildings. The District has approximately 4,000,000 square feet of various types of roofs that will need repair, replacement and maintenance during the five (5) year contract period. The roof(s) for each school need various levels of repair or replacement and all need a repair program to be implemented by the successful firm(s). The unit prices submitted in this package will be used to assign schools to a roofing contractor to manage roof repairs for the District. The District reserves the right to select contractors on what is the best value to the District. No single contractor will be assigned more than 50% of the District’s roof space to manage for roof repairs. The District will conduct a performance evaluation of roofing contractors on a semi-annual basis. The District reserves the right, at any time to reassign roofing contractors based on the roofer’s work performance. Each roofing contractor may update unit prices annually. Changes in unit prices must be submitted prior to 30 days of the anniversary of this award. The District reserves the right to negotiate unit prices upon receipt. Price changes will go in to effect on the anniversary date of this award. The District reserves the right to reassign roofing contractors because of unit price changes or failure of response / poor performance. Contracts for roof replacement will be a bid process where all contractors selected through this process will be invited to submit a competitive bid. All contractors that received at least 80 points as described in Section 1.0.2 are considered pre-qualified. All pre-qualified contractors shall be asked to participate in a roof replacement bid. The District does reserve the right to disqualify a bidder based on the volume of roofing work currently under contract with the District.
