Specifications include, but are not limited to: The Clean Water State Revolving Fund (CWSRF) began a Non-Point Source (NPS)1 Loan Program which included a Septic Rehabilitation Loan Program (SRLP) in 1993, with the purpose of providing low interest loans to Delawareans for the rehabilitation or replacement of failing septic systems. If an applicant did not meet the requirements for an SRLP loan, a Septic Extended Funding Option (SEFO) loan was provided. Since inception, the program has provided approximately $29 million dollars in loans. The new NPS Grant Pilot Program will assist more low-income and underserved residents to upgrade or replace their failing septic systems and to connect to central sewer if available. The implementation of best management practices for poultry and dairy farmers will be encouraged with this. This will also result in an increased environmental benefit to the impacted waterbodies in the State.
