Specifications include, but are not limited to: Milwaukee County (“County”) invites responses to this Request for Proposal (“RFP”) from qualified, experienced consulting firms that can assist Milwaukee Mitchell International Airport (“MKE”) in the development and execution of a Parking Management RFP that will bring forth the most qualified parking operator that aligns with the MKE’s goals and objectives. Task #1: Review and Make Recommendations on Current Parking Programs 1. Meet with stakeholders at MKE to review current parking programs and goals and objectives for the upcoming contract. 2. Review Parking Management and Curbside Valet contracts. Examine every section and bring forth items that Consultant believes should be re-evaluated based on limiting risk, increasing net profits and overall current best practices in Parking Operations. 3. Give recommendations and detailed rationale on updated terms and the type of agreement that would be the most beneficial to MKE. Include recommendations on the advantages or disadvantages in adding Curbside Valet operations to the Parking Management Contract and why it would or would not make sense for MKE – Financially and Operationally. 4. Review the current shuttle Standard Operating Procedures (SOP) and provide recommendations on improving operations. Provide insight on whether hiring a separate transportation vendor just for this operation would be feasible and beneficial for MKE. Task #2: Request for Proposals (RFP) Development 1. Create RFP Materials that will bring forth the Parking Operator best suited to accomplish MKE’s goals and objectives. This includes scope work, requested proposal content, minimum qualifications, criteria and scoring rubric. 2. Provide a listing of qualified proposers to whom solicitation should be sent. 3. Develop a project schedule identifying key milestones for site visits, achievable due dates, presentations, and deliverables. The schedule should include reasonable MKE review periods. 4. Attend the RFP site visit and answer supplier questions about the facilities and the RFP.
