Specifications include, but are not limited to: General: 1. Routine bridge inspections shall be conducted in accordance with federal regulations and references listed in APPENDIX A and completed by October 31, 2023. 2. Where applicable, all NBI Data Items and Condition States shall be verified during the inspection and updated or corrected. This may require coordination with the City/County on AADT and similar items not observable. 3. The work performed under the City bridge inspection contract is subject to review by KDOT. If errors or discrepancies are found, the Consultant, at no additional cost, shall be required to make corrections. KDOT’s Bureau of Local Projects (BLP) will oversee QC/QA evaluations of bridge inspections including field reviews, review of ratings, bridge inspection files, and data entry. Team Leader Requirements: 4. Bridge Inspection Team Leaders must be qualified as a Routine Team Leader on the Kansas Local Bridge Inspection Team Leader list maintained by KDOT BLP. 5. Substandard work is grounds for removal of the inspector from the KDOT BLP qualified bridge inspection team leader list. Number and type of Structures for Inspection: 6. The Owner has 280 existing NHS bridges requiring a Routine Inspection. Bridge number 071 at 10th Street over the Wichita Drainage Canal should be removed from the system. The 15th Street Bridge over the Wichita Drainage Canal requires a yearly inspection. 13 structures have a scour report. The Item 113 Justification Form for each of the 13 structures shall be reviewed and updated as needed. Underwater inspections that may be required for any structures will be performed by KDOT and is not included in the scope of these inspections. A master spreadsheet is provided in Attachment 1. 7. The BNSF Railroad has approximately 17,000 feet of T-Wall sections on the Downtown Raised Rail Corridor from Douglas to 17th Street North where the City of Wichita will perform annual inspections. They can be broken down into 6 different sections shown in Attachment 2. The current inspection schedule is once every year. 8. The Owner has 63 structures of less than 20’ length consisting mainly of single-cell and multiple-cell reinforced concrete box culverts requiring Routine Inspections. The current inspection schedule is once every four years and will be based on available funding within the approved budget for inspections. A detailed list is provided in Attachment 3 with a map, which can be provided as a Google Earth locational map to the Consultant. 9. The Owner has 2 pedestrian cable-stayed bridges at the Keeper of the Plains requiring an In-Depth Inspection. Inspections are to be done according to NBIS standards for In-Depth Inspections as well as following the scope of services in Attachment 3, however the use of drones to do up-close inspections of the cable-stays will be allowed due to limited access for bucket trucks. The Owner has an option to utilize the Engineer of Record to perform this Inspection and reserves the right to select the Engineer of Record and not the Consultant. The current inspection schedule is once every four years and will be based on available funding within the approved budget for inspections. See attachment 4 for details and additional requirements. 10. The Owner has 38 non-NHS pedestrian bridges requiring a Routine Inspection. Inspections are to be done from ground and/or bridge deck level according to NBIS standards for Routine Inspections. Results of the pedestrian bridge inspections are not required to be input into the KDOT Bridge Inspection Portal. A detailed list is provided in Attachment 5.
