Specifications include, but are not limited to: 1. Ten (10) Community Events): Community listening sessions will create a safe place to discuss substance use disorder (SUD), harm reduction, etc. The community events must be located and promoted within the identified geographic areas (ZIP codes) and in environments where the public feels safe and comfortable. Community events are essential for gathering input from our diverse communities and give community members the opportunity to participate and provide input. The planning of these events must include the identification of pivotal trusted leaders such as pastors, school teachers, trusted messengers, and others. Community events may include: community listening sessions, block parties, going door to door to provide resources and education. During these events the contractor will work with MHD and subject matter experts to educate and disseminate harm reduction resources, provide education on fentanyl, and more. Community feedback and conversational themes will be collected and used to enable MHD to identify where further efforts are needed in the most heavily impacted areas in Milwaukee. 2. Substance Use and Social Determinates of Health Website (live less than 180 days after contract executed): Many resources are available in Milwaukee County, but most are unknown to residents. The contractor will identify and partner with a website design firm to build a resource website as well as create original content for the site and use by MHD and partners that is community-focused, accessible and optimized for use on any device, and easily navigated. The site will provide: • Harm reduction resources and contact information or other connections to treatment centers, as well as housing and food pantry information. • Original, sharable “how to” video on the use of fentanyl testing strips and Narcan. • QR codes shall be created and linked to these video resources for display in the community as well as on Naloxone dispensary boxes for individuals to be guided towards these resources. hroughout the website design process, the contractor will seek community input and use focus groups or other audience testing methods to include individuals in the harm reduction community to ensure that the information is current and to assess usability. The proposer will provide full access to domain logins, website content, and basic trainings (if applicable) to MHD staff. MHD may engage the proposer to maintain and sustain the website, including regular content updates and refreshing key information, beyond the term of the proposal. 3. Annual Substance Use and Overdose Prevention Summit: Proposer will plan and host a Substance Use and Overdose Prevention Summit. The Summit must be held in the City of Milwaukee, and focus on the unique needs, trends, and outlook for Milwaukee. The Summit must also include opportunities for stakeholders to share their work, identify and report on innovative interventions, and collaborate on strategies for overdose reduction.
