Specifications include, but are not limited to: The City of Dover will receive sealed proposals on June 13, 2023, at 2:00 PM local time for the purpose of contracting for PENSION & OTHER POST-EMPLOYMENT BENEFITS (OPEB) ACTUARIAL SERVICES AND BENEFIT CONSULTING; 1. Preparation and presentation of biannual actuarial valuation reports for the Police and General Employee (2) pension plans and the Other Post-Employment Benefit Plan. 2. Preparation of information required by the City’s auditors for preparation of the City’s Annual Comprehensive Financial Report as required (GASB 67/68 & 74/75). 3. Upon request, consultant attendance at the City Council meeting to present the actuarial reports (total visits not to exceed two per year). 4. Upon request, meeting with the Controller/Treasurer at the City. 5. Routine telephone consultations with the Controller/Treasurer or Assistant Controller/Treasurer. 6. Responsible to advise the City Council regarding proposed or actual changes that might impact the Pension Plans or Other Post-employment Benefits Plan arising from legislation (City, State, and Federal) and/or changes in accounting rules. 7. The City will provide the required data, contracts and documents within the timetable provided by Actuary.
