Specifications include, but are not limited to: This document has been prepared to present the scope of work and specifications for the decontamination and demolition of the McKee Run Generating Station, City of Dover, Kent County, Delaware (McKee Run or the Site). The facility is a former 136‐megawatt (MW) power plant in Dover, Delaware and is owned by the City of Dover. The Station consists of two smaller inactive 17 MW boiler units and one inactive 102 MW boiler unit designated as Unit #3. Unit #3 was primarily fired by natural gas with No. 2 fuel oil as emergency backup. The Stations smaller 17 MW boiler Units #1 and #2 were retired in 2017. The facility provided power to the regional electric grid and used to operate on average of four months per year, predominately during the summer months. The objective of this RFP ‐ the decontamination and demolition of McKee Run ‐ is to remove all equipment and areas associated with the main power block building, boilers, stacks, supporting structures, support buildings (Fire Pump, Hazardous Waste Storage, Fuel Oil Pump, and Waste Oil Buildings), generator step‐up and unit auxiliary, transformers, warehouses, cooling towers, aboveground tanks (Tank No. 1 and Sulfuric Acid Building and tanks), and subsurface utilities (i.e., any and all associated fueling and cooling underground and above ground lines). In addition, the successful bidder will properly abate asbestos, PCBs, oil, hazardous materials, refrigerants, universal wastes, and other regulated materials (fire extinguishers, exit signs, etc.), and also remediate any residual soil contamination, as required by the regulations associated with these activities. The Work will consist of, but is not limited to, implementing the decontamination and demolition of building structures, facilities, and associated equipment and final grading/grassing of the disturbed areas.
