Specifications include, but are not limited to: The Wisconsin Department of Natural Resources (DNR) is seeking proposals to assist public water systems (PWS) statewide with lead service line material inventories. Provide project management services under the direction of the Lead and Copper Section and the Business Services Section, both in the Bureau of Drinking Water and Groundwater, whom shall have overall responsibility for coordination, management, and reporting of progress for this project. Consultant shall develop SL inventories for up to 300 Other-than-municipal (OTM) PWS which collectively include approximately 20,000 service connections. OTM SL inventories shall in be developed accordance with tasks and deliverables 1.3.B.1 through 1.3.B.5. Consultant shall develop SL inventories for additional MC PWS of any size, as identified by the Department. Additional MC PWS SL inventories shall be developed in accordance with tasks and deliverables 1.3.B.1 through 1.3.B.5. Contractor will conduct field investigations for validation of records review results completed under Parts 1.3.B, 1.3.C and 1.3.D and to identify materials classified as unknown that may contain lead. Activities may include: water quality sampling (non-compliance), excavation, and vacuum or hydro-excavation. Other emerging technologies may be used upon prior department approval and consistency with EPA’s Guidance for Developing and Maintaining a Service Line Inventory (pdf) and any future EPA guidance. With prior written approval from the department, Consultant may utilize statistical analysis, predictive modeling or machine learning to in conjunction with field investigations.
