Specifications include, but are not limited to: The Washington Department of Commerce, hereafter called "COMMERCE,” is initiating this Request for Proposals (RFP) to solicit Proposals from those qualified and interested in participating in a project to expand services to unhoused and low-income residents of Ferndale and north Whatcom County and to provide a safe parking program. The Washington State legislature made available $400,000 of the general fund state for grants to a community-based organization to expand services to unhoused and low-income residents of Ferndale and north Whatcom County and to provide a safe parking program. The amount provided of the general fund—state appropriation for fiscal year 2024 is to provide solely for a grant to a community-based organization located in Whatcom County and to serve low-income residents of Ferndale and north Whatcom County.
