Notice of Intent to Sole Source. 50th Contracting Squadron intends to solicit and negotiate with Kratos Defense and Security Solutions, Inc (formerly RT Logic Inc), Colorado Springs, CO on a sole source basic for acquiring OEM system hardening for RT Logic models, T500GT, T501, and T400XR for 30 RT Logic Satellite telemetry process and command devices.
DELTA 8/10 SOPS is responsible for providing commanding and telemetry communication capability for Mobile User Objective System (MUOS), Fleet Satellite (FLTSAT), Ultra-High Frequency Follow-on (UFO), and POLAR satellite constellations. DELTA 8/10 SOPS uses 17 communications “strings” to send commands to the satellites over the Space Force Satellite Control Network (SCN) and Space Ground Link System (SGLS) networks as well as receiving telemetry from the satellites through the SCN and SGLS. The 17 strings are located at DELTA 8/10 SOPS HQ at Point Mugu, California, DELTA 8/10 SOPS Operating Location Alpha (OL A) in Prospect harbor, Maine, DELTA 8/10 SOPS Operating Location Charlie (OL C) in Finegayan, Guam, and DELTA 8/10 SOPS Operating Location Delta (OL D) in Colorado Springs, Colorado. Each of the 17 communications strings utilizes RT Logic devices.
This contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a), only one will meet the Government’s needs. Only one source is capable of responding due to the unique or specialized nature of the supplies and/or services. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. If no responses are received, the Government will proceed with the sole source acquisition.
