The U.S. Army Corps of Engineers - St. Paul District seeks a contractor to supply two (2) outboard motors, between 115 and 140 HP each, installed on the MVP Dive Team Work Flat, with controls installed at the helm/console, 40 ft from the motors.
The outboard motors shall be 115-140 HP outboard meeting or exceeding the following:
- 115-140 horsepower
- 4 stroke EFI
- Electric start
- Multiple engine control, multiple steering rod (can use existing hydraulic steering)
- Control length need to be 40 feet to reach helm/console from motors.
- Power trim with gauges
- Props
- 10 feet gas line
- Emergency stop switch/ignition
- Low oil warning device
- Overheat warning device
- Mounting hardware
- Manufacturer’s warranty
- Operating Hour Meter (may be aftermarket)
Outboard motors must of a brand with a manufacturer Authorized Service Center located within 50 miles of Fountain City, WI 54629.
Flat is located in the water, behind upper guidewall at LD6. Install will need to happen in the water at current location. Delivery and install shall be completed no later than 27 May 2023.
Contractor will accept as trade-in two (2) Evinrude 130 HP ETECS – Model # E130DCXINA, SN 05349153 and 05338394, production dates 04/2015 and 01/2012. Motors are identical, except one is counter-rotating. Number of operating hours is unknown. No maintenance records are available. Both motors run but need extensive work to the lower gear cases. Motors are in Lock 5A warehouse near Fountain City, WI. They cannot be run, but may be viewed by appointment.

Offerors must be fully registered in the System for Award Management (https://www.SAM.gov/) to include FAR and DFARS Representations and Certifications for NAICS 333618.
Attached pictures are of the data plates for the trade-in outboards, one of the outboards for trade-in, and the transom with fuel tanks for the dive flat.
Quotes must include the manufacturer and model number of the outboards offered (spec sheet preferred), with information sufficient to determine that the outboard motors fully meet requirements. Information must include Country of Origin.
AMENDMENT 0002 HAS BEEN ADDED. This amendment extends the solicitation close to 2 May 2023 and makes the solicitation UNRESTRICTED
