The U.S. Army Corps of Engineers - St. Paul District is seeking a contractor to provide janitorial services for the Blackhawk Park Recreational Site, located three miles north of De Soto, Wisconsin in Vernon County. Blackhawk Park is approximately 75 acres, offering both day use and overnight camping areas. There are 175 campsites, and the park hosts approximately 130,000 visitors annually.
The contractor shall supply all material, equipment, supplies, labor and transportation to provide cleaning and sanitary services for the comfort station (shower building), privies, and fish cleaning stations, as well as garbage and litter collection and other miscellaneous cleaning and maintenance services. Work is required seven days per week (including holidays) between May 1 and October 31, and shall take place between 7 AM and 7 PM.
The contract shall be for one year, with up to two additional Option Years, unilaterally exercisable by the Government.
Park facilities include:
- Comfort Station (2 urinals, 6 flush toilets, 8 lavatories, 6 shower stalls, drinking fountain)
- Precast Concrete Privies (6)
- Concrete Block Privie (1)
- Portable Privies (2)
- Fish Cleaning Stations (2 with 2 containers each)
- Cigarette Ash Urns (4)
Contractor shall furnish all cleaning supplies and materials to properly clean and disinfect. Contractor shall also furnish consumable supplies including: 2 ply toilet paper, liquid hand soap, urinal cakes, sanitary napkin bags and garbage can liners.
The Government will supply replacement shower curtains as required.
Contractor employees and vehicles shall be identified as part of the Contractor’s business at all times while working. The Contractor shall require their employees to wear a uniform consisting of long pants and a shirt that bears the company name or logo. Shirts shall be the same in color and style. The contractor shall ensure uniforms worn by workers are clean, neat and presentable. All Contractor employees shall conduct themselves in a respectable manner at all times. Since the majority of work will be performed in the presence of public visitors, the conduct of employees is critical and will be closely monitored. The contractor shall ensure that workers present themselves in a professional manner.
