The following changes are made on project specifications: None. II. The following changes are made on project drawings: CS101 was revised. Wingwalls and foundation were added to riprap transition from natural channel to historic stone wall (Station 18+00). CU101 was revised. Wingwalls and foundation were added to riprap transition from natural channel to historic stone wall (Station 18+00). CU501 was revised. Wingwalls and foundation were added to riprap transition from natural channel to historic stone wall (Station 18+00). CG101 was revised. Wingwalls and foundation were added to riprap transition from natural channel to historic stone wall (Station 18+00). III. The following Questions and Answers / Clarifications are the result of bidder request(s) for information: Can all work be completed during normal (0700 1530) daytime work shifts? Answer: Yes. In section 01 00 00 1.12.C, referring to delivering two electronic copies of complete As Builts after each completed phase. This also applies to shop drawings. If electronic, does the VA require two? Answer: No. During review periods of shop drawings, submittals, as-builts and O&Ms, there will be only one electronic copy. When the document is formally approved by VA and AE, COR desires one hardcopy of complete as-built drawings and O&Ms. Per section 01 00 00.1.19.B, Does the VA require four hard copies of the completed O&M? Do the manuals require delivery when the equipment arrives or at substantial completion? Answer: No. Upon final approval VA COR requires one electronic and one hard copy of the O&Ms. O&M delivery can be at substantial completion. Reference 01 32 16.15.1.2.C and 1.3, is an outside consultant required for CPM scheduling or can the General Contractor develop the schedule In-House for this particular project? Answer: Bid the project per specification and include an outside scheduling consultant in the base bid. During preconstruction submittal process, COR will entertain potential credit to the contract if General Contractor can perform scheduling work in-house . This will require a modification and will require approval from the Contracting Officer. Is a submittal log/register required for submission by the contractor for this project? Reference 01 33 23 1.3.C, the VA provides the initial submittal register. Answer: Contractor shall review specifications and provide a submittal log in VA-approved Excel format during preconstruction submittal process. VA COR will review his submittal log against the General Contractor s and upload to Opcenter a joint submittal register to ensure all submittals are captured. Reference 01 81 13, is sustainable construction required on this project? Answer: This is a required specification on all VA projects going forward. Review the tables at the end of the specification and provide a submittal accordingly. Note that much in this table may be N/A for this exterior project. Is there a source of power at the site to be used for dewatering equipment (pumps, etc)? What is the distance to the nearest source of power that can be used for this equipment? Answer: Bldg 39 to north/west has power that is available. The 100A service with its own disconnect is in the basement. Picture below. Bldg 39 is less than 100 yards from the upstream edge of the creek. Can the source of power be used 24 / 7 to keep pumps running when work is not taking place? Answer: VA expectation was that the pumps that would fuel driven; too large for electric pumps. However, if contractor can utilize electric pumps to provide necessary dewatering and bypass pumping, Contractor may utilize VA electricity from Bldg 39 at no cost. The cost to connect to available power with appropriate and safe temporary conduit/terminations is fully the cost of the Contractor s. The Landscape Plan (LS101) provides qty and spacing for the new trees and shrubs, but does not provide a size for the plantings / trees. Please provide sizing as pricing varies by size. Answer: Revised LS101 provides this information on minimum plant sizes. The Construction Entrance road (Key Note #2 on CJ101) does not appear to start at a road. Please advise / revise drawing to reflect where the construction entrance is to connect to a road to allow construction traffic access to the staging area. We do not think Barron Ct would work as large equipment trucks will not be able to access from here. We would think coming from the contractor lot would be preferred? Answer: Bid the plan set and include necessary sidewalk restoration (or protection) as necessary for the laydown and storage area as identified in the drawings. VA does not anticipate any construction vehicles would ever need to drive on Barron Court. Instead, construction vehicles would enter Contractor parking lot and then utilize sidewalk to drive around to laydown/storage area (see below). Contractor could protect sidewalk as appropriate or replace/restore when construction is complete. Note, however, that COR would be willing to entertain alternate laydown/storage area with the awarded contractor during preconstruction submittal process. Regardless of area used, the creek would have to be protected from contractor vehicles with fencing and jersey barriers. VA Grounds department would provide necessary jersey barriers; contractor would supply fencing. If awarded contractor provides an alternate plan that utilizes part of the Contractor parking lot instead that would be reviewed for its additional cost/credit to the contract. Review would include how many of the contractor spots would be lost. We must keep at least half to 2/3 of the parking spots in the Contractor parking lot. The temporary Construction Fence (Key note #4 on CJ101) does not appear to continue along the entire south side of the project limits? There looks to be a section that would not be fenced in. Please review and advise if the temporary construction fence should continue at the SE side of the project to fully enclose the project boundaries. Answer: The temporary construction fence does not need to continue along entire south side of the creek. VA intended for the temporary fence to dive into and connect to the existing fence during construction until it is time to remove the old fence and replace with new.
