The Supervisor of Shipbuilding in Bath, Maine (SUPSHIP Bath) is soliciting for training services in accordance to the attached Statement of Work.
In accordance with FAR 5.202(a)(13), the requirement for synopsis has been waived. This solicitation will be the only notice.
The solicitation number is N6278623Q0010 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02. The associated North American Industrial Classification System (NAICS) code for this procurement is 611519 with a small business size standard of $21,000,000.

This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to FAR 4.1102 and other applicable regulations and guidelines. Information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award.
Submission & Acceptance Criteria:
Prospective contractors must include the following (at a minimum) with their response:
- Course syllabus outlining the course offered with a description of exercises or simulations included as part of course content.
- Biography of person(s) who will instruct the class
- Details of past performance in delivering a course of similar content and duration within the past 12 months
- Fixed price proposal inclusive of all elements specified in the contractor portion of the scope of work
Evaluation & Award Criteria:
- The Government intends to award a firm-fixed price contract.
- Award will be made on the basis of Best Value to the Government based on past performance (1) and price (2). For this procurement, past performance is significantly more important than price.
- Evaluations will be conducted per FAR 8.405-2(d), Ordering Procedures for Services Requiring a Statement of Work. An award will be made on the basis of "Best Value" to the Government. "Best Value" is defined in FAR 2.101; based on three evaluation factors in descending order of importance - past performance, experience, and price, with past performance and experience being significantly more important than price. In order of importance:
- Past Performance: Assessments/evaluations by third parties (including those prepared by others and submitted by the offeror) of recent (past 24 months) performance in delivering training (on-site or online) of a similar nature. Records contained in the Contractor Performance Assessment Reporting Systems (CPARS) and the Supplier Performance Risk System (SPRS) will be reviewed as part of this factor;
- Experience: Qualifications of the proposed instructor(s) on the subject matter of the course and experience in delivering a course of similar content;
- Price: Total price inclusive of all elements specified in the contractor portion of the scope of work.
All quotes must be valid for 30 days from the closing date for this solicitation. No exceptions or qualifications.
