Description of Work:
The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed contract to perform renourishment of Roosevelt Inlet to Lewes Beach, Lewes, Delaware in Sussex County.
The beach fill project extends from the southeast side of Roosevelt Inlet for a length of 1,400 ft. The beach fill project provides flood and coastal storm damage reduction to the community of Lewes Beach. The authorized beach design template includes a minimum 15-ft berm at elevation 8.0 ft NAVD extending at a slope of 1V:10H above MHW, and a dune with 25-ft crest width at elevation 14 ft NAVD. The minimum 15-ft design berm width is measured from the seaward toe of the design dune. This authorized design provides a total beach width (dune base and berm width) of 100 ft to the berm crest at elevation 8.0 ft NAVD.
The intended borrow areas for this beachfill includes the offshore borrow area, located approximately ¼-mile offshore. The project will include a base bid, which includes restoring each project to the design template and up to two options, for placement of additional sand as advanced nourishment.
The NAICS Code for this project is 237990 Dredging and Surface Cleanup Activities and the small business size standard is $37.0 Million. Estimated cost range of the project is $1,000,000 - $5,000,000 Million dollars.
Bonding will be required; at the time of bid opening, by separate Bid Bonds; and after award but before Notice to Proceed, Performance and Payment Bonds will be required. The award will be made as a whole to one bidder in accordance with FAR Part 14 Procedures. The contract period of performance is 120 calendar days after receipt of Award/Notice to Proceed.
Solicitation documents, plans and specifications will only be available via the SAM.gov homepage located at https://www.SAM.gov/. Registration for plans and specifications should be made via SAM Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor’s responsibility to monitor SAM for any amendments.
The solicitation contains FAR 52.222-38 Compliance with Veterans’ Reporting Requirements, therefore contractors who have received a Federal Contract of $100,000.00 or greater, except as waived, must have submitted the preceding fiscal year Federal Contractor Veterans’ Employment Report (VETS-100 and/or VETS-100A Report) to be eligible for an award. Note: Efforts to obtain the required water quality permit by the Government are underway. A solicitation amendment will be issued to notify bidders once the permit has been received.
