The Contractor shall provide all plant, labor, equipment, transportation, and tools required to replace the existing York chiller at B965. This work also includes replacement of the four (4) chilled water pumps in this area, including the two (2) serving the existing Daikin chiller and the two (2) serving the backup chiller. Perform all work according to this Statement of Work (SOW), the Concept Design Drawings, and all related AF requirements and other codes and references.
The chilled water system shall remain optional while this work takes place to the maximum extend possible. The chilled water system should require a shutdown only when all the isolation valves are being replaced. This shutdown is to be limited as much as possible to reduce any unnecessary downtime. Due to this anticipated shutdown, this portion of work is to be limited to taking place only during the months of December – February.
The range of magnitude for this procurement is between $100,000.00 and $500,000.00. This acquisition is to be issued pursuant to FAR Part 15, and pursuant to FAR Subpart 19.15 is to be competed among Small Business concerns as a 100% Small Business Set Aside. The applicable North American Industry Classification System code is 238220 Plumbing, Heating, and Air-Conditioning Contractors, with a small business size standard of $19.0 Million. The PSC classification is Z2NB Repair or Alteration of Heating and Cooling Plants. The Government anticipates issuing an award based upon the lowest price technically acceptable (LPTA) in accordance with FAR Part 15. The Government also anticipates establishing evaluation factors that may assess price, technical acceptability, prior history, and SAM exclusions.

All proposal prices shall be submitted in Excel spreadsheet format - Contractors are highly encouraged to break down pricing and not to submit lump sum pricing.
