This is a Request for Quotation for commercial items, prepared in accordance with the format in FAR 8.405-6(b)(3) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation will be open for less than 30 days, in accordance with U.S. Federal Acquisition Regulation (FAR) 5.203(b). Request for Quotation (RFQ) number is N66604-23-Q-0663.
Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to purchase training vouchers on a firm fixed price, sole source basis from The Escal Institute of Advanced Technologies Inc dba SANS Institute.
This requirement is being solicited as a sole source, unrestricted requirement, under North American Industry Classification System (NAICS) Code 611420, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The Small Business Size Standard is $12 million.
Sole Source Justification:
Naval Undersea Warfare Center, Division Newport, Training Department, in fulfillment of its tasking to support cybersecurity workforce training and credentialing requires selected training courses and credentials from a DODapproved vendor, namely The Escal Institute of Advanced Technologies, Inc., doing business as SANS Institute).

Pursuant to the above issuances, Naval Undersea Warfare Center Division Newport has identified a need to procure the requisite ANSI-accredited Global Information Assurance Certification ("GIAC") information security certification and training programs for its selected cybersecurity workforce personnel serving as Red Team members. The GIAC certification program only offers certification attempts to individual candidates, including verification of individual identity at multiple steps. SANS is the sole source for GIAC certification exams and exam vouchers. GIAC does not permit the resale or transfer of any certification registration or GIAC exam voucher.

This is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
