Q: Are items 0001-0005 priced individually? As in we could be awarded 0001 or 0004 or all, etc based upon the Schedule Note?
A: The schedule note highlights that the Government has the option to award all line items, some line items, or no line items. There will only be one award made from this solicitation, meaning, if line items 1 and 2 were awarded, it will be awarded to one company. If line items 1, 2, and 3 were awarded it will be awarded to one company. The award could be any combination of line items from the schedule. The combination of line items awarded will match the funding set aside for this requirement.
Q: I understand the Grade is G but do you want each sieve size for each item number or can you narrow down to the size you’re wanting?
A: The size of the aggregate is based on the FSSS Table 703-3, PG 16 document attached to the package. The size the FS is purchasing is colloquially referred to as ¾” crushed aggregate.
Q: If you have a specific size in mind, is it the same size for each of the item numbers?
A: Each line item shall follow grading G.
Q: Will there be any road work done before the delivery?
A: There is another contract currently being awarded for road work leading to the stockpile. Roadwork cannot be guaranteed to be completed by the time this contract shall be awarded. The current road to the stockpile location is passable for end dump haulers handled with care. It will be important to monitor the condition of the road and keep in contact with the Contracting Officer Representative (COR) before deliveries start.

**Amendment**
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a Request for Quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04.
(iv) This procurement is set aside for small business. The NAICS code is 212321 and the Small Business Size Standard is 500 employees.

Schedule Notes:
- Price includes delivery and stockpiling.
- The Government has the option to award, all, some, or none of the line items.
(vi) Description of Requirement (including a list of any attachments)
Aggregate shall have a grade of G, reference attachment 1 for grading designation.
Before delivery contractor shall provide third party testing of material confirming it meets specification.
Contractor shall stockpile material in accordance with FP-14 (standard specifications for construction of roads and bridges on federal highway projects) section 314.05.
Contractor shall provide weigh station receipt for each truck delivery.
Contractor shall notify COR (Contracting Officer Representative) before starting deliveries and notify COR if there is a break in deliveries greater than 1 week.
No deliveries will be allowed between approximately mid-October until mid-June due to adverse snow conditions. Exact dates will be dependent on weather conditions, and will be communicated to the contractor at the time of shut down or start up.

Delivery must be completed within 1 year from contract award.

Addenda to provision 52.212-1:
For simplified acquisitions, the word quote or quoter is substituted in provision 52.212-1 for the word offer or offeror.
Addenda to Provision 52.212-1 paragraph (b) Submission of Offers:
1) Offerors must have an active entity registration in the System for Award Management in order to submit an offer. https://www.sam.gov/SAM/
2) Offers submitted in response to this solicitation shall include a technical proposal, a price proposal, and contractor representations and certifications.
a) Technical Proposal – Provide a narrative of how you would complete this requirement. The narrative shall detail the equipment used, how many deliveries, and how you plan to stockpile.
b) Price Proposal – Include the following: 1) the completed Schedule of Items from Section B of this solicitation, and 2) acknowledgement of any amendments to this solicitation by following the instructions that accompany the amendment(s).
c) Representations and Certifications – Fill in the check boxes for provisions 52.204-24 and 52.212-3 found in Section x of this solicitation and include a copy with your offer.

Addenda to Provision 52.212-1 paragraph (f) Late submissions:
Replace (f)(2)(i) with the following:
Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. Delete 52.212-1 (f)(2)(i) paragraphs A, B, & C.
