MT-FRESNO CULTURAL & PALEO CREST RAISE
This is a Sources Sought Announcement for Fresno- Cultural and Paleo- Crest Raise. This announcement is being used for market research and advanced planning purposes. Quotes are not requested and will not be accepted from this Sources Sought Notice. THIS IS NOT A SOLICITATION FOR QUOTES AND A CONTRACT WILL NOT BE AWARDED AS A RESULT OF THIS NOTICE. The locations of the inventory areas are in Hill County. The inventory is approximately 3600 acres in size and covers approximately 61 miles of shoreline. Access may be difficult and will be limited to public roads, public land, public boat launches, and the reservoir. It is expected watercraft will be necessary for access to some locations. The principal components of work that will be completed under this project include the following: The Contractor shall conduct a cultural resource file search and a Class III cultural resource inventory of designated areas, as outlined in the Statement of Work (SOW). The file search and inventory are required for Reclamation¿s obligations under Section 106 of the National Historic Preservation Act (NHPA) and will work towards fulfilling some of Reclamation¿s obligations under Section 110 of the NHPA. In general, the file search, Class III cultural resource inventory, and report recommendations should be conducted using existing guidance from the Montana State Historic Preservation Office (SHPO), the National Register Criteria (36 CFR 60.4), and the National Park Service National Register Bulletins. This area is known to have been used by members of Montana¿s tribes: documentation regarding that use should be part of this inventory and analysis. The Contractor shall deliver a cultural resource inventory draft report and a final report. Final payment is contingent on Reclamation receiving acceptable deliverables. The Contractor will recommend eligibilities, avoidance procedures, and mitigations, if necessary. Electronic files with associated metadata showing survey areas and locations of newly recorded and revisited resources are required. Three copies of the final report in hardcopy, as well as three electronic versions of the final report are required. The electronic portion of mapping data shall be based on and provided as shapefiles compatible with ArcGIS Desktop 10.8.1. The Contractor shall conduct a paleontological resource inventory of the designated areas as outlined in the SOW. The identification, evaluation, and protection of paleontological resources on public lands is mandated by the Paleontological Resources Preservation Act. MTAO has adopted the Bureau of Land Managements (BLM) data standards and SOW format for this project. The Contractor shall deliver a paleontological resource inventory draft report and final report. Final payment is contingent on Reclamation receiving acceptable deliverables. The Contractor will include a summary of results, number of localities identified, specific sites that look like excavation might be warranted, any evidence of theft, vandalism, or dumping, and recommendations about how best to manage the resources identified. The Government is seeking interested small businesses, small-disadvantaged businesses, woman-owned small businesses, HUBZone small businesses and/or service-disabled veteran owned small business concerns who have the specialized knowledge, experience, and resources necessary to successfully complete a project of this size, scope, and complexity. The NAICS
Code for this project is 541720 Archeological research and development services with a business size standard of $28.0 million. If an interested small business concern believes they are qualified and able to perform the work required under this proposed project, please submit a capability proposal demonstrating their ability to successfully accomplish the various components of work outlined above. Potential contractors shall furnish a list of no more than three (3) Federal, State, local government, or commercial projects completed within the last 10 years, which are similar in scope and complexity to the work required under this Sources Sought Notice. The interested contractor must clearly demonstrate the ability to successfully complete projects in a timely manner, manage a variety of research and development for educational support service disciplines, and work collaboratively with owners. Projects similar in scope and complexity are those projects having similar principal components of work, with a contract dollar value previously identified. If the potential offeror intends to utilize subcontractors for specific work activities, the subcontractor shall demonstrate the subcontractor¿s experience with identified work activities on similar projects. The following information shall be provided for each project: 1) Name and location of project; 2) Description of work; 3) Whether the offeror was the prime contractor, what portion of the work was performed by the offeror, and what portion of the work was performed by subcontractors; 4) Original completion date and actual dates and duration for each project (including modifications); 5) Initial contract amount and final contract amount (including modifications); 6) Name, address, and phone number of CO/owner/COR/point-of-contact who may verify information for the project(s); and, 7) Any problems encountered in performance of the work and corrective actions taken. The Government will not reimburse any costs associated with responding to this Sources Sought Notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will not be bound to this information if a solicitation is issued. A determination by the Government not to compete this proposed contract action, based on the responses to this notice, is at the discretion of the Government.
