Effective Date: 03/15/2023 Revision: 01 Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04 (eff. 06/02/2023). This solicitation is set-aside for Small Businesses. The associated North American Industrial Classification System (NAICS) code for this procurement is 334310 with a small business size standard of 750 employees. The FSC/PSC is 5835. The VA Illiana Health Care System located at 1900 E. Main Street, Danville, IL 61832-5198 has a requirement for a Sound Masking System. VA Illiana is currently seeking interested Small Businesses capable and interested in providing a sound masking system similar to the Cambridge Qt x 300 control module (domestic end products ONLY). In addition to the control module seven standard emitters will be needed. This requirement will include installation into a ceiling grid/tile system with plenum tile access. Installation site will be free and clear of furniture. Must include descriptive literature. STATEMENT OF WORK GENERAL SCOPE The Veterans Health Administration (VHA) has a requirement a sound masking system for the VA Illiana Health Care System. This requirement includes a sound masking system, related installation accessories, and professional installation. The contractor shall provide all labor, materials, equipment, transportation, and supervision necessary to satisfy the requirement. PERFORMANCE REQUIREMENTS The contractor shall provide and be responsible for the technical assistance, development and generation of final specifications. Product delivery and installation will be required in October 2023. Duty hours will be 8:00 am 4:00 pm. The Government recognized US holidays are: New Year s Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day. If the holiday falls on Sunday, it is observed on Monday. The contractor shall: Coordinate and provide project management of all products and services to manage, design, order, ship, deliver and install new equipment/fixtures from the manufacturer until final acceptance by the contracting officer representative (COR). Prepare and provide as-designed system drawings in PDF and/or AutoCAD. Provide maintenance/technical information manuals for all products specified. SERVICES Contract Tasks/Requirements: The contractor shall attend an in-person meeting at the VA Illiana, Bldg. 125 to review final awarded products with COR and End Users and to any make necessary revisions. The contractor shall provide the COR with the PDF and/or AutoCAD drawings to scale showing layout of awarded products. The contractor shall allow for revisions including updating PDF and/or AutoCAD drawings and as requested by the COR. The contractor shall be responsible for taking and applying accurate field measurements for verification of correct sizing/specifications. Facility provided drawings may not be accurate finished dimensions and may not be used in place of field measurements. The Contractor shall be liable for any incorrect field measurements leading to an incorrect product order. The contractor shall attend a post-installation meeting to assess, address, and document any items needing to be addressed and shall submit a remediation plan within 5 business days to the COR. The Government maintains the option to modify the normal work week, days and hours, as necessary for the accomplishment of VHA mission. Delivery and installation shall be provided no later than 60 days after receipt of order (ARO). No drop shipments to the place of performance.
