The Delaware Air National Guard in New Castle, Delaware, intends to award a Firm Fixed Price Task Order for install of four(4) cameras and a Network Video Recorder (NVR) to cover the northern perimeter of the DANG installation, (map attached) in accordance with the attached Statement of Work (SOW). The contractor shall provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to: Install four (4) cameras and a Network Video Recorder (NVR) to cover the northern perimeter of the DANG installation, (map attached). NVR: 64TB minimum; able to accommodate up to 30 cameras, 3-year warranty preferred , POE Camera Bunker 1 (2604A), POE Bunker Camera 2 (2604B), POE Bunker Camera 3 (2603), Guard House Camera 4 (2601)
Ensure all cameras are telescopically mounted on buildings as needed, ensure all cameras are on the Non-Nuclear Configuration Management Database (CMD) Equipment Approval list (attached), ensure all cameras operate over the base LAN network and are viewable at all monitoring stations, contractor will provide any lifts needed for installation, cameras will be powered over ethernet, as external power supplies are not available. NVR unit will be adequate for all installed cameras, as well as capable of expansion for additional cameras added in the future, no less than 25 cameras total in capability.
The system shall include an NVR with the capability of recording 24/7/365 days a year and must store video feeds for no less than 30 days with a capability to store to an external hard drive or DVD/CD. Cameras will have night vision/low light capabilities. Cameras may be static or have the ability to traverse via operator controls. Cameras will be able to clearly see no less than 150 yds from their installation point. In addition, upon completion, the vendor shall provide training and instructions of proper use of system, backup, and camera usage. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform the installation for cameras to be installed along the installation's North Perimeter fence line as defined herein. The cameras will provide interlocking and adequate coverage along the length of the northern perimeter, as defined by the map (attached).
166th Civil Engineering Squadron (CES) and 166th Communications Flight (COMM) will have the final approval authority for installation and proposed equipment. The installer will need to provide their installation plans for both CES and COMM to review before installation begins. A site visit is highly recommended and is coordinated on an as requested basis. The quote shall contain a full list of materials that are authorized on the DoD approved product listing and shall contain a; part number, description, quantity, unit price, and the extended price for each item. This price should include delivery as FOB destination only. The quote should also provide a total line-item price for all of the labor/installation/testing involved and provide a bottom-line price for the summation of the quote. The quote shall also contain, in addition to the product specifications, a technical approach for the installation that includes the delivery time frames and Period of Performance for all work in the submitted quote.
