The purpose of this amendment is to revise evaluation language as shown in track changes on pages 2 and 61 as well as administrative changes on page 48 as shown in track changes. All other terms and conditions of subject RFQ remain unchanged.

The Refugee, Asylum & International Operations (RAIO) Directorate has a Fraud Detection & National Security (FDNS) employee in its program that is deaf and requires use of real-time captioning and translation services for formal and informal meetings, which occur at the Unclassified, Classified National Security Information at the Confidential (C), Secret (S), Top Secret (TS) and Sensitive Compartmentalized Information (SCI) national security levels. The contractor shall provide Communication Access Real-time Translation (CART) services to the deaf employee for all oral communication needs, thereby allowing the employee to fully participate in work-related activities
In the twelve (12) month Base Period, there’s a potential for 1,144 hours. Furthermore, in the Option Period 1, there’s a potential for 1,144 hours for a potential grand total of 2,288 hours. If hours exceed 1,144 hours per Period of Performance (POP) for RAIO, an unfunded option increase Contract Line Item Number (CLIN) will be exercised for an additional 208 hours per POP in accordance with Addenda to Federal Acquisition Regulation (FAR) 52.212-4. This CLIN will be on an ad-hoc/as needed basis, generally sixteen (16) hours per month or 208 hours per POP

In order for a quote to be considered complete, quoters must follow all of the instructions within this solicitation. It is highly recommended that each quoter reads through the solicitation in its entirety. If a quote does not follow all of the instructions, it will be considered incomplete and will be removed from consideration for award.
This requirement consists of a total estimated period of performance of 24 months from date of award (inclusive of all options).
This order will have only Labor Hour Line Items.
The FAR provision 52.212-1 Instructions to Offerors - Commercial, applies to this acquisition as does the addendum to the provision.
The FAR provision 52.212-2 Evaluation—Commercial Products and Commercial Services, applies to this procurement with the evaluation factors consisting of price and technical acceptability.
The FAR clause 52.212-4—Alternate I, Contract Terms and Conditions-Commercial products and commercial services, applies to this acquisition.
The FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Order - Commercial Products and Commercial Services, applies to this acquisition.
There will not be a question and answer period.
Quotes shall be submitted as a single electronic package to the Primary and Secondary Point of Contact email addresses identified in this solicitation, no later than the date and time identified within this solicitation.
Late quotes will not be accepted.
