Project Title: Attic Insulation Installation Project
Background: Background: Contractor shall provide and install loose fill blown-in fiberglass insulation to provide R-30 Energy Rating atop existing batt insulation in full building attic of the Mystic Ranger District Office. This project is located at the Black Hills National Forest, Mystic Ranger District Office at 8221 Mount Rushmore Road, Rapid City, Pennington County, South Dakota 57702. The Mystic Office is approximately 27,438 gross square feet in size. Contractor shall verify the size of the attic space. The original fiberglass batt insulation shall remain in place. Access to the attic is via exterior stairs and a bi-leaf door. Wooden walkways provide limited access through the attic. Work shall be performed in attic area above occupied government work space.
Set Aside: Total Small Business Set-Aside (FAR 19.5).
Task Order: This is a Request for Quote (RFQ). The government intends to award ONE purchase order to the overall lowest bid. The contractor SHALL quote all line items. The government reserves the right to award each line item individually if that represents the best value to the government.

This is a solicitation for commercial products prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. The solicitation number is 1240LT23R0072 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). The associated North American Industrial Classification System (NAICS) code for this procurement is 238310 with a small business size standard of $19.0. The PSC is 5640.The Government contemplates an award of a Firm-Fixed-Priced contract resulting from this solicitation. All responsible sources may submit a proposal.
Only Total Small Businesses (FAR 19.5) will be considered for award. Offerors must have an active SAM.gov registration, before and during the project time frame.

Offerors must be registered in the System for Award Management (SAM) at www.sam.gov, and in active status at the time of submittal in order to be considered. Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Item (See Section K). Either fill in the form in Section K or submit a current copy from active SAM (www.sam.gov) account. Offerors who fail to comply with the requirements of this solicitation will be considered non-compliant.
ADDITIONAL INFORMATION
In accordance with the Procurement Integrity Act (41 U.S.C. § 21) (41 USC § 423) and the Federal Acquisition Regulation (FAR) 3.104, potential contractors are strictly prohibited from making direct contact with Federal Government program managers, engineers, or any other personnel seeking products or services other than the contracting officer or contracting specialist responsible for that contract opportunity.
