This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. Responses to this notice will be treated only as information for the Government to consider as part of their market research efforts. The information provided will be used by the Government in developing its acquisition strategy regarding possible set aside for Veteran Owned and other socio-economic categories of small business. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this notice and parties responding will not be entitled to payment for direct or indirect costs incurred in responding to this notice. Statement of Work Project: LADDER TESTING FORT MEADE & HOT SPRINGS VA FD GENERAL INFORMATION Scope of Work: Annual Inspection & Testing of all Ground Ladders at Fort Meade and Hot Springs VA Fire Departments. Inspection & Testing of Fort Meade Aerial Apparatus: LADDER 4. All inspection, testing, and maintenance shall be done in accordance with the most current edition of National Fire Protection Agency (NFPA) 1932. Heat labels shall be replaced as needed and communication of deficiencies must be communicated to the fire chief verbally as found and in a written report. The contractor shall provide all transportation, personnel, materials, labor, and equipment required to perform the annual service. 2.0 Background: Aerial Apparatus & Ground Ladders are due for their Annual Inspection as required by NFPA 1932 by the end of October 2023. CONTRACTOR REQUIREMENTS 3.0 Technical Requirements/Tasks: LADDER TESTING SHALL BE CONDUCTED TO NFPA 1932: STANDARD ON USE, MAINTENANCE, & SERVICE TESTING OF INSERVICE FIRE DEPARTMENT GROUND LADDERS Contractor to perform maintenance work and testing at the VA fire department: No outside departments shall be included in maintenance or testing schedule on-site. If the Ladder-Test indicates a deficiency, a qualified technician shall conduct an out-of-service evaluation and make a written report, including recommendations to the AHJ. Minimal task is inspecting/testing ladder(s) and providing ladder test results so owner may understand what needs corrected. A report on testing outcomes shall be provided. Inspect heat sensor labels. Repair and testing shall take place at the VA Medical Center Fire Department (Bldg. T-296) 113 Comanche Rd. Fort Meade, South Dakota, 57741 VA Medical Center- Fire Department (Bldg. 66) 500 N. 5th Street Hot Springs, South Dakota, 57747 4.0 Government Furnished: VA Fire Departments will present all ground ladders and aerial truck (Ladder 4) to the contractor for testing. 5.0 Deliverables / Schedule: Ladder repair and testing shall be provided within two weeks of award or no later than October 15th, 2023. A report of ladder testing results shall be provided within a week of completion. Anticipated hours of work will be Monday through Friday from 6:00 am 5:00 pm. Additional hours must be coordinated through the POC. Emergency work may be required after hours, weekends and/or federal holidays. Contractor may need to enter the fire station for restroom facilities and apparatus bay area. Contractor s Technicians are required to check in with the POC upon arrival at facility to obtain access and any additional instructions, task explanations and project location information.
