This is a SOURCES SOUGHT Notice to determine the capabilities of both small AND large business firms. Small firms interested in performing this work are strongly urged to respond to this Notice. Two or more small firms capable of performing this work will help to guide the acquisition strategy and influence potential set-aside. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB).
No basis for claim against the Government shall arise as a result of a response to this Sources Sought Notice. The Government will not pay for information or comments provided and will not recognize any cost associated with the submission of responses or comments.
The estimated cost of construction is between $5,000,000 and $10,000,000.
PROJECT DESCRIPTION:
The U.S. Army Corps of Engineers Detroit District is seeking firms that have the capability to provide construction services for remedial dredging in the C. Reiss Slip located in the Duluth-Superior Harbor, Superior, Wisconsin. The work includes mobilizing to the dredging area, dredging to the depth as shown on the plans, (approximately 30,000 CY of contaminated sediment), and staging the dewatered dredged material in a designated section of the adjacent C. Reiss dock where a separate contractor will then handle the material for final placement. Ancillary activities include dewatering contaminated dredged material, treating the collected water to remove contaminants to standards described in the specifications, deploying various Best Management Practices (BMPs) to minimize turbidity/spread of contaminants, conduct confirmation sampling, and perform turbidity monitoring. The contractor would then demobilize when dredging work is completed.
Interested companies who have completed similar work are encouraged to respond. Provide descriptions of three projects, similar to the project size, scope, and dollar value, which have been completed or substantially completed in the last ten years. Contractors should have been the prime contractor on these projects and should include examples that show their capabilities to perform the following civil construction practices:
- Dredging contaminated material;
- Dewatering dredge material; and
- Treating water resulting from dewatering
The contractor will have an estimated 180 calendar days to complete this requirement.
The contract is expected to be solicited during the first calendar quarter of 2024.
The North American Industrial Classification System (NAICS) code is 237990, which has a small business size standard of $45 million.
SURVEY:
The responses received to this notice shall be in summary format and shall not exceed five (5) pages, including the Sources Sought Information Form. In order for the Government to determine the extent of industry interest and experience in the project, interested contractors shall complete the information attached to this Sources Sought. Respondents will not be contacted regarding their submission or information gathered as a result of the Sources Sought.
