THIS SOURCES SOUGHT IS NOT A REQUEST FOR QUOTATION (RFQ)
The Vermont Air National Guard (VTANG) intends to issue a Request for Quotation (RFQ) to award a single firm fixed price contract for the rental of rooms and amenities associated with lodging facilities for up to 10 single units within 10 miles of 158th Fighter Wing. The intent is to award a base year and two 12-month option years.
The housing requirements are to be established IAW AFI 32-6005. Adequacy Standards outline in Chapter 3. Minimum requirements include:
- Fully furnished unit, 118 square feet net living area per bedroom, living room, full bathroom and kitchen with stove, refrigerator, microwave oven, and toaster.
- Main exit door must have lock accessible with a key or card lock.
- Individual bedroom doors must be lockable independent from the main door lock.
- Normal utilities (heat, electric, water and sewer, trash collection, snow removal) shall be included in the contract cost of the rooms. Local telephone service shall be available to the occupants at no cost. Long distance calls are the responsibility of the occupants.
- Rooms shall be non-smoking.
- Rooms shall have relatively the same amount of closet space (no more than 10% difference). A lockable wardrobe in a common area can make up for a smaller room closet.
- Each occupant shall be allowed one (1) vehicle parking space.
- Housekeeping services shall be the minimum necessary by the contract housing manager to maintain real property and linens. Occupants will be required to maintain cleanliness of their rooms and shared areas, make beds, and wash dishes.
- Suite must be single floor plan only.
- Housing must be within 10 miles of the Vermont Air National Guard base.
- Housing must be within a ¼ mile from public transportation route.
- Housing must be within a ¼ mile of a grocery store, restaurants, shopping and other commercial establishments.
- If there is a fitness center and/or pool on the premises, occupants shall have access at no additional cost.
- Housing facility shall have a coin operated washer and drier on the premises.
- Upon request, a government representative shall be provided access to the rooms for leadership, safety and health inspections. Normally these inspections are scheduled in advance and will occur when the occupants are present. However, they may be no notice and/or may occur when occupants are not present.

The results of this Sources Sought will be utilized to determine if any Small Business Set-aside opportunities exist. All Small Business Set-aside categories will be considered. In addition, this market research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. The North American Industry Classification System (NAICS) code for this work is 721110, with a size standard of $35,000,000.00.
