The 119th Wing is conducting preliminary Market Research to determine an available pool of vendors who can provide local Snowmobile Machine Rental to the 119th Wing, North Dakota Air National Guard in Fargo, North Dakota.
Requirements:
119th Wing has a requires a rental of 4 snowmobiles for a period of 8 days over the two periods listed below (four snowmobiles for each 8-day period). The Contractor shall provide all management, supervision, personnel, equipment, materials, supplies, parts, maintenance, and repair services required to furnish the machines for Government personnel usage for the calendar dates specified. A fuel supply is not required; machines will be returned with the same fuel level as they were delivered to the Government. A trailer for transporting is also not required, as the government currently possesses an adequate trailer for transport.
Period of Performance: (2 different periods) 20 January 2024 - 28 January 2024 and 10 February 2024 - 18 February 2024
Location: Snowmobile machine must be availble for pick up in Fargo, Grand Forks, Devils Lake or surrounding areas. Snowmobile machines will be used at Camp Grafton, North Dakota.
Equipment: Each machine shall be in excellent operating condition, equipped with the following specifications/features/accessories:
Snowmobile: QTY 4: 500 cc or above, expedition style.
Utility/Trail: Intended for operating on trails and backcountry areas.
Two-up Seating: Provides two up seating for two personnel to ride the snowmobile.
Windshield: Each snowmobile must have a high windshield to provide the maximum protection from the wind.
Wide Track (20” minimum): Each snowmobile must have reliable traction & stability on ice as well towing.
Front Skid Plate: For protection from debris while riding.
Storage Rack: Extra cargo space to provide immediate access to extra cold weather gear and supplies.
Toolkits specific to machine: Consistent with standard commercial practice, provide operator basic tools necessary to solve simple, common issues in austere environment.
Block Heater: Ensures machine will start in -60° F weather.
Helmets: Qty 8, these helmets need to be rated for -30° F weather.
The North American Industry Classification System (NAICS) code used for industry classification is 532284 “Recreational Goods Rental”. This industry comprises establishment primarily engaged in renting recreational equipment, such as boat rental, bicycle rental, sport equipment rental, etc.
All information from interested parties that is received in response to this Sources Sought notice will be collected and saved until which time this potential requirement becomes defined and fully funded. A solicitation MAY be issued at that time. This Sources Sought Notice is being posted for Market Research purposed only to identify Small Business vendors who can provide the rental services listed above.
