Amendment 0001 clarifies SOW requirements, adds information regarding debris management, adds a sample of task order area maps, and updates the SCA Wage Determinations. This amendment also extends the solicitation close date. Please specifically acknowledge receipt of Amendment 0001. The Government requires a contractor to remove trees greater than 2.5” diameter at breast height (DBH) from the area where the Fargo-Moorhead Metro flood diversion channel will be built, a length of approximately 35 miles. The Northern Long-Eared Bat was declared an endangered species in 2023. This restricts the cutting of trees 3” or greater DBH to times when the bats are not roosting, October 1 to April 15 in North Dakota.
The contractor will remove all trees 2.5” DBH or greater from areas identified in task orders, charging on a per trunk basis. The indefinite delivery, indefinite quantity (IDIQ) contract will be for a base period plus up to four option years, unilaterally exercisable by the Government. The trees to be removed are old fence rows, wind rows, farmstead tree lines and forested areas along the river. Contractor will leave stumps 2-3’ in height and will remove all debris exceeding 1” diameter and 5’ in length. Work will be completed within four (4) weeks of task order issuance. Debris will be removed from site within one week of cutting.
This solicitation is 100% set-aside for small businesses under NAICS 561730, with an SBA size standard of $9,500,000 average annual revenues.
