The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275) intends to negotiate and award a new contract N0001924C0028 to Simmonds Precision Products Inc. a division of Collins Aerospace on a sole source basis for the Midwing Avionics Obsolescence (MAO) Vibration Structural Life and Engine Diagnostics (VSLED) Box Buy to replace the legacy VSLED with the updated MAO VSLED (P/N 30117-0301) on the V-22 Osprey.
This action is being awarded on a sole source basis to Simmonds Precision Products Inc. a division of Collins Aerospace in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 3204(a)(1), as implemented by FAR Part 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Simmonds Precision Products Inc. is the sole designer, developer, and producer of the MAO VSLED and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Simmonds Precision Products Inc. is the only source that possesses the totality of engineering and technical data required to perform these efforts.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
