The Government contemplates issuing Solicitation No. 140P8224Q0007, a Request for Quotation to provide annual roundtrip barge service to Kalaupapa National Historical Park on the island of Molokai, Hawaii. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-01 dated 11/14/2023.
The contractor who is selected for this project will provide all labor, materials, supplies, equipment, and travel necessary to complete attached Performance Work Statement (PWS). Quotes must include all associated costs to meet PWS requirements.

The provision at 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this offer. If your annual representations and certification have not been completed electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal, please provide a completed copy of your representations and certifications pursuant to FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with your offer. The Government contemplates awarding a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors are contemplated to be used to evaluate offers:

(ii) Price
The Government contemplates that this acquisition will be evaluated in accordance with 13.106-2(b)(4)(ii). Award will be based on whether the lowest priced offer with the highest past performance rating represents the best value when compared to any lower priced offers. The Government may elect to accept other than the lowest priced offer when the perceived benefits of a higher priced offer merit the additional costs.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
