1. The Vermont Air National Guard is issuing this Sources Sought Notice as a means of conducting market research to identify companies having capabilities to manufacture an indoor firing range bullet trap, deceleration chamber, drag conveyor or Auger bullet collection system, and dust collection system that is in compliance with Department of Defense Unified Facilities Criteria (UFC) Small Arms Ranges dated 5 March 2020 (4-179-02 5 March 2020) Chapter 4 INDOOR RANGES. Trap shall have ballistic containment capabilities that support weapons and ammunition with energy up to 2,500 Foot-pounds (3,390 Newton-meters) including handguns, 5.56 mm rifles, and 7.62 mm rifles as detailed in section 4-1.1 Coverage. Bullet trap and deceleration chamber shall have ability accommodate a single room consisting of fourteen (14) lanes. GRANUAL RUBBER TRAP SYSTEMS WILL NOT BE CONSIDERED.

This notice is issued solely for information and planning purposes – it does not constitute a Request for Quotation (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought synopsis. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, IFB, or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government wide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. The GPE is located at https://sam.gov.
3. If your business has the capability to manufacture and supply this requirement, please provide the following information.
(a) A capability statement addressing the particulars of this effort;
(b) Specifications of any equipment meeting – or modifiable to meet the requirement;
(c) Details of warranties offered, if any;
(d) Amount of time your organization has been manufacturing or distributing these range components.
(e) Any Department of Defense locations where equipment compliant with UFC 4-179-02 dated 5 March2020 has been installed and accepted by the government.
(f) Identify whether your equipment is fully compliant with FAR Clause 52.225-9 Buy American-Construction Materials (Oct 2022)
(g) Full contact details to include organization name, address, telephone number, UEID, and email address.
