This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The solicitation number W913E524Q0004 is being issued as a request for quotation (RFQ).
The associated North American Industry Classification System (NAICS) code is 336999 – All Other Transportation Equipment Manufacturing was determined to be represent this requirement. Small business standard size is 1,000 employees. (PSC 2310). This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2.
The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a brand name requirement for one (1) Taiga Nomad Electric Snowmobile in Performance Trim configuration. The exact brand and model are required to generate compatible winter performance testing datasets with another Government partner’s same brand and model snowmobile.
Requirement: The system must be field capable and shall fulfill to the following specifications:
• One (1) Electric Snowmobile: Taiga Nomad in Performance Trim including:
• Max Range up to 100 km
• Max Power up to 90 kW (remark: this is the metric equivalent of ~120 hp)
• Level 3 charging capable
• Utility snowmobile
• Towing capacity: 500kg
• Cargo Rack
Special Condition 1: Any company bidding on this action must obtain permission by Taiga in writing that Taiga approves the company to buy the snowmobile for CRREL. Per Taiga, they shall approve any vendor buying one of their machines to distribute to the CRREL. This documentation shall be provided in writing as part of the vendor’s proposal.
Special Condition 2: Proposals submitted for this solicitation must include the vendor’s explanation of the process that will be followed to import the snowmobile, following all required Taiga protocols, and final delivery of the hardware to CRREL, with costs listed for each step.
Please reference the attached RFQ for instructions, provisions, and clauses. Award will be made to the responsible offeror whose offer represents the Best Value to the Government, in consideration of all factors. The basis for award will be an acceptable quote, the price of which may not be the lowest.
