The purpose of this sources sought/request for information is to identify sources capable of providing the following:
- Six (6) – 12.5 Ton Packaged HVAC Units, each with the following specifications
- Dual Fuel Heat Pump System (heat pump with auxiliary gas heat)
- 120,000 BTU/h Gas Heating Capacity
- R-410A Refrigerant
- 208-230V/60Hz/3Ph Electrical
- Horizontal Discharge
- 4500-5500 CFM Supply
- Dual Compressors with three stages
- Minimum Integrated Energy Efficiency Ratio (IEER) of 17
- Minimum Heating Seasonal Performance Factor (HSPF) of 8.2
- Indoor Temperature and Humidity Sensor used in conjunction with Hot Gas Reheat Dehumidification
The components and equipment shall be a newly manufactured, not be used, refurbished or previously used for demonstration. Items with the stated minimum requirements are to be delivered to Pine Bluff Arsenal. The Government will install and start-up the units once they are delivered.
Contract Data Requirements: All standard information on the equipment, including but not limited to User Manuals, Operation and Maintenance (O&M) Manuals, Material and Safety Data Sheets (MSDS), troubleshooting guides and any other applicable documentation, shall be provided upon delivery of the systems. The government requires full programming access to passwords on displays and plcs, etc.
Contractor shall provide package units as identified above meeting or exceeding the following requirements:
- The HVAC units shall comply with UFC 3-410-01 requirements.
- HVAC systems shall comply with ASME, UL, and ASHRAE standards.
- The entire systems shall include at least a one (1) year from date of acceptance parts only warranty.

No telephone requests will be accepted. This is a market survey for planning purposes only and should not be construed as Request for Quote or as an obligation on the part of the Government. The Government does not intend to award a purchase order on the basis of this request for information or otherwise pay for the information solicited. Rock Island Arsenal will only utilize the information you provide in developing its acquisition approach for future requirements.
