This notice is a Sources Sought to determine adequate interest exists to publish a formal Request For Quotes. Responses to this notice will be used for market research purposes. No quotes shall be collected from this notice and no contract award will be made from this Sources Sought announcement. The main purpose of responding to the Sources Sought is to indicate interest and capability of vendors provide pricing when/if a formal Request For Quotes is published. PROPOSED STATEMENT OF WORK HVAC FILTERS (Supply With Option Years) DESCRIPTION OF NEED The supplier shall provide pre, mid and final HVAC filters to the Sioux Falls VAMC as defined in this Scope of Work (SOW) and meet the specification requirements. These are air filters for the air-handling units in the hospital and they must be replaced as part of preventative maintenance to provide clean air to patients and staff. Failure to replace filters causes contamination to the air ventilation system, reduction in overall indoor air quality, and negative impacts to patient health. PERFORMANCE REQUIREMENTS The Supplier shall deliver the filters within (5) business days of accepting purchase order. Filters shall be delivered in the quantity and sizes each month as indicted in the attached monthly schedules. Filters shall be packaged for each device and labeled with the device code as indicated on the monthly schedule. Special Shipment Instructions: The Supplier will send a tracker to a designated requester point of contact. This information will be provided upon award of the contract. HOURS OF OPERATION Normal hours of operation are Monday through Friday from 8:00 am to 4:30 pm, excluding national and federal holidays. When a holiday falls on a Sunday, the following Monday shall be observed as a legal holiday by U.S. Government agencies. When a holiday falls on a Saturday, the preceding Friday shall be observed as a legal holiday. FILTER SPECIFICATIONS Supplier shall submit product information sheets showing all specifications are met. These will be submitted to the COR for approval. Pre Filters Media MERV 9 per ASHRAE 52.2 test standard 100% synthetic virgin fibers shall be in a pleated configuration. Filter fibers shall not be electrostatically charged. Galvanized expanded metal reinforcement shall be laminated to the air-exit side Media pack shall be bonded to the filter frame around the entire inner periphery of the frame. All points of contact between the pleat tips and the die cut board shall be bonded. Adhesive shall be moisture resistant to resist high moisture conditions. Frame Frame shall consist die-cut high wet-strength beverage board. Frame shall consist of two pieces, one for the air entrance side and one for the exit side. Frame shall have double wall frame sides for strength. Performance Requirements Filters shall be classified under U.L. std. 900 Filters shall be shall be rated to withstand temperatures up to 200 degrees Fahrenheit When tested per ASHRAE 52.2 test method, the filter must have a minimum efficiency of 70% on particles in the 3 to 10 micron range. Filters of the size and air flow capacity shall meet the following rated performance specifications based on the ASHRAE 52.2 test method. Pertinent tolerances specified in Section 7.4 of the Air-Conditioning and Refrigeration Institute (ARI) Standard 850-93 shall apply to the performance ratings. Initial Resistance @ 500 FPM - 1 filter = 0.48 WG 2 filter = 0.29 4 filter = 0.20 Required filter sizes: See attached schedule. Mid Filters MERV 13 per ASHRAE 52.2 test standard Media 100% synthetic fibers shall be pleated in a tapered radial configuration. Filter fibers shall be thermally bonded and electrostatically charged. Galvanized expanded metal reinforcement shall be laminated to the air-exit side. Frame A heavy-duty moisture-resistant beverage board shall be utilized for an encasing frame. Pleated cartridge shall be bonded to the peripheral interior of the outer frame. The frame shall be internally laminated to the pleated cartridge apexes. Performance Requirements Filters shall be classified under U.L. std. 900 Filters shall be shall be rated to withstand temperatures up to 180 degrees Fahrenheit When tested per ASHRAE 52.2 test method, the filter must have a minimum efficiency of 70% on particles in the 3 to 10 micron range. Filters of the size and air flow capacity shall meet the following rated performance specifications based on the ASHRAE 52.2 test method. Pertinent tolerances specified in Section 7.4 of the Air-Conditioning and Refrigeration Institute (ARI) Standard 850-93 shall apply to the performance ratings. HEPA Final Filters Media The media shall consist of an expanded layer of PTFE in a pleated configuration. The PTFE shall be protected and supported by a layer of spun bonded polyester on both sides of the media. The spun bond layers shall be thermal fastened and not attached to the PTFE with any off-gassing glues, coatings or adhesives. Media shall be completely free of any inorganic contaminants such as boron or phosphorus. The media shall be resistant to tear and handling damage. Frame Frame shall consist of high impact polystyrene plastic. No metal shall be allowed in construction of filter. Frame header shall be a min. of 13/16" thickness and integral to the cell side construction. Performance Requirements Minimum Avg. Efficiency @ 0.3u particle size = 99.99% Filters shall be approved and Listed by Underwriters' Laboratories, Inc. Class 2 when tested according to U. L. Standard 900. Filters shall be rated to withstand temperatures up to 250 degrees Fahrenheit. Filters of the size and air flow capacity shall meet the following rated performance specifications based on the ASHRAE 52.2 test method. Pertinent tolerances specified in Section 7.4 of the Air-Conditioning and Refrigeration Institute (ARI) Standard 850-93 shall apply to the performance ratings.
