The is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The agency number is 140R6024Q0035 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02.
This solicitation is a Total Small Business set-aside in accordance with FAR Part 19. The NAICS code for this order is 324191 Oils, lubricating petroleum, made from refined petroleum; PSC is 9150 Oils and Greases: Cutting, Lubricating, and Hydraulic, with a business size standard of 900 employees.
The Bureau of Reclamation, Missouri Basin Region, Billings Montana, has a requirement for the supply and delivery of new ISO 68 turbine oil for a generating unit to the Canyon Ferry Powerplant. Canyon Ferry Powerplant is located approximately 21 miles East of Helena, Montana.
The required supplies must meet the parameters as outlined in this combined synopsis/solicitation to be considered technically acceptable.
This solicitation is for the delivery of 2,310 gallons, by means of 55-gallon drums (Quantity 42), of new ISO 68, Shell Turbo T 68 turbine oil OR EQUAL:
1. Delivery hours are between 7:30 am to 4:00 pm Mountain Time, Monday through Thursday excluding holidays.
2. Contractor shall contact Wade Brilz at (406) 475-3902 with an approximate date and time of delivery to ensure that Government personnel are available to receive the oil drums. The schedule is governed by rehabilitation work on the generating units so that the storage tanks are available to accept the oil from the delivery.
3. Delivery shall be by standard 55-gallon drums. Delivery by bulk will not be accepted.
4. Each drum shall have documentation of record demonstrating compliance to the specification standards. Traceability of each barrel to a batch or batches that have documentation of record demonstrating compliance to the specification standards is acceptable.
5. The government will take up to 3 separate samples from random drums of the delivery to be sent out for analysis to confirm conformance to specification standards. These samples will be used for acceptance of the oil prior to payment.

The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition.
The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, applies to this acquisition and outlines the specific evaluation criteria in paragraph (a) of that provision.
Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer.

Evaluation Criteria
The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer is conforming to the solicitation and is the lowest price and technically acceptable. To be considered technically acceptable, manufacturer's published technical information and specifications submitted must prove that it is equal to the solicitation requirements and MUST be included with the quote.
