This is a Sources Sought Synopsis for the purpose of conducting market research and obtaining industry information ONLY. No proposals are being requested, nor accepted at this time. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of small business concerns, including 8(a), Historically Underutilized Business Zone (HUBZone), Small Disadvantaged Business (SDB), Women Owned Small Businesses (WOSB), and Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The Montana Air National Guard (MTANG) will use this information to develop an acquisition strategy for the upcoming Indefinite Delivery-Indefinite Quantity (IDIQ) contract for Architect and Engineering Services to support the MTANG Base located in Great Falls, MT, and may also support 219th Red Horse Squadron located on Malmstrom Air Force Base, Montana Army National Guard facilities within the State of Montana, and other federal requirements that are mutually agreed upon between agencies and with-in scope for use of the award.
The results of this market research and level of response will assist in determining the manner in which this requirement is solicited and awarded.
The anticipated contract value is $5,000,000 and duration will be five (5) years with a two (2) year base period and three (3) option years. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 541330 which has a Small Business Size Standard of $25,500,000. Dollar amounts and duration periods are subject to change or adjust based upon updated information between the posting of this sources sought and award of the IDIQ.
Architect-Engineer (A&E) Services required to support MTANG mission requirements shall include, but not be limited to performance of engineering and environmental studies, National Environmental Policy Act (NEPA) documentation, investigations and surveys, master planning, planning/programming charrettes and development of construction documents in support of the MTANG and various other Programs. Typical work may include, but is not specifically limited to: A: the preparation of plans, specifications, calculations, and cost estimates; B: the development of cost management, quality control, and quality assurance plans; C: construction surveillance inspections; D: development of design standards; E: preparations for national design submissions; F: making technical, economic, planning, environmental and value engineering studies, analyses, surveys, investigations, reports, and other studies; G: development of performance criteria or bridging documents for design build projects; H: development of documents to support various Government construction programs; I: providing technical support for source selection procurement processes; J: commissioning services; K: comprehensive interior design and L: provision of program management services. These projects will require multi-discipline A-E services.
Source Selection procedures will be utilized to determine awardees. All interested small business or other concerns should provide this office with the following: (1) A statement of positive intent to submit a proposal; (2) Company Name, Address, Point of Contact, Telephone Number and Email Address, and Unique Entity ID and CAGE Code; (3) Small Business Status, to include 8(a), HUBZone, SBD, WOSB, SDVOSB, Large / Small Business, etc. Status of 8(a) or HUBZone contractors will be verified by the Small Business Administration (SBA); (4) Provide a general statement of your qualifications, capabilities and demonstrate the capacity to provide the A&E services for planning, design, and inspection, with emphasis on military installations and northern climates. Include services personnel; how you manage the disciplines; and capacity to execute at least 4 task orders similar to range simultaneously; (5) Provide a brief description of projects / work to be performed, contract number, total contract value, and period of performance; (6) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the task orders. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements; (7) Provide a list of up to three projects that you have done that are similar in scope.
In the event sufficient small business contractors are not available for adequate competition for this requirement, it will be advertised as unrestricted. Submissions shall not exceed five (5) typewritten pages, and will be sent via email to talon.urick@us.af.mil by the closing date posted in SAM.
