As permitted by FAR Part 10, this is a market research tool being utilized for informational and planning purposes. The 436 Contracting Squadron at Dover Air Force Base, DE is conducting this Sources Sought to gage how many interested offerors may be received for a potential future opportunity to perform HVAC work and to identify small business firms registered under North American Industry Classification System (NAICS) code 238220 and size standard $19 Million, who possess the capabilities to provide design-build construction services as specified below. The magnitude of the project is between $1,000,000 and $5,000,000. If your firm is interested in this requirement, is a qualified small business and has performed similar projects of this scope and magnitude, we request your firm provide the information requested in the submission instructions section in this notice. Organizations not considered a small business should not submit a response to this notice.
JOB DESCRIPTION:
HEATING, VENTILATION AND AIR CONDITIONING:
- Demo and remove existing HVAC boilers in mech room of Hangar 706 to include boiler mounting pads. Only one boiler to be removed at a time, as operations in hangar must continue during work.
- Design and install two (2) HVAC boiler arrays to total 10,000 MBH each to include mounting pads.
- Provide all plumbing to connect new boiler arrays to existing HVAC heating loops and connect gas lines to new boilers.
As permitted by FAR Part 10, this is a market research tool being utilized for informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy for a possible Request for Proposal (RFP), to be issued later, and in determining whether any type of small business set-aside is possible for this procurement or whether full and open competitive procedures should be utilized. If full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals.
This notice shall not be construed as an RFP/RFQ or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract based on this request, so proposals will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
Response is strictly voluntary - it is not mandatory to submit a response to this notice to participate in any formal RFP process that may take place in the future. However, it should be noted that information
gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitations posted because of this sources sought notice.
