01APR2024 - The following are three prospective offeror questions and the Government's response to each of them: Q28 - Was the bidding period extended because of a lack of interest from small businesses? A28 - No.
Q29 - Will the Government reimburse the cost of bonding for all bidders? A29 - For all bidders: no.
Q30 - Can a scanned copy of the bid bond or money order be included in the proposal, or do you require the original? A30 - The scanned copy can be included in the proposal package.
The above 3 questions and the Government's responses to them are incorporated into this solicitation. The deadline for receipt of the proposal remains at 02 April 2024 at 5:00 p.m. Eastern Time.
21MAR2024 - The deadline for proposal submission has been extended to Tuesday, 02 April 2024 at 5:00 p.m. Eastern Time. Amendment 0004 is uploaded to SAM. This new amendment provides Offeror Questions and Government Responses, and also an updated drawing (Attachment 6) to replace Sheet 9 initially posted herein.
19MAR2024 - The deadline for proposal submission has been extended to Friday, 22 March 2024 at 5:00 p.m. Eastern Time. Amendment 0003 (2 pages) is uploaded to SAM. This amendment provides Offeror Questions Q16 through Q20 and Government Responses A16 through A20.
18MAR2024 - Reminder to all prospective offerors that you will need to submit BOTH a Price Proposal and a Technical Proposal in your response to this solicitation. The Price Proposal should be separate from the Technical Proposal, but both must be submitted via email no later than 5:00 p.m. Eastern Time on 20 March 2024.
Please read the Instructions to Offerors that starts on Page 34 of the solicitation. There, you will see that in your Price Proposal, you must include the completed SF1442; the Acknowledgement of Amendments (and, so far, we have had 2 amendments issued for this procurement); completed Section B Price Schedule; Section K representations and certifications (Section K begins on Page 20); and, a bid guarantee bond document if your proposed price is over $150K.
In your Technical Proposal, you must address the two technical evaluation factors of (1) Experience and (2) Technical Approach to Performing the Work. The submittal requirements for these 2 evaluation factors are stated on Page 34 of the solicitation.
Section M provides the basis for evaluation and award. Please read over this section, as well, so that you understand how your proposal package will be evaluated.
