This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
This is a request for quotation (RFQ) W912JD-24-Q-0009. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03; dated February 23, 2024. Wage Determination No. 2015-4137 (Rev. 29) dated 12/26/2023 applies.
This solicitation is 100% set aside for small business. The NAICS code is 722320 with a size standard of $9M.
The Contractor shall provide personnel, supervision, items, and services necessary to perform catering services to approximately 72 Service Members on a Government training sight, in accordance with the State and local sanitation law requirements. The period of performance shall be 04/2/2024 – 04/6/2024 and shall be located at Cram Dining Facility, Ethan Allen Firing Range, 91 Barracks Loop, Jericho, VT 05465.
FAR 52.212-1 - Instructions to Offerors:
All offerors shall be registered and active in SAM. Offerors without a CAGE code shall not be considered.
Submission of Quote: Offeror shall submit 1 copy of the following:
Cover letter: Provide the offeror’s name, address, CAGE code, UEI number, Size of Business, contact information for the quote, and the name and title of the offeror. Please do not exceed one page.
Factor I: Technical Capability: Offeror shall provide proof of a current American National Standard Institute (ANSI) Conference for Food Protection – Accreditation (or a similarly accredited program) and a Vermont state food license issued by the Vermont Department of Agriculture. The technical capability section of the quote shall present relevant information articulating the offeror’s proposed approach to meeting the PWS requirements. The offeror’s description should include the processes and procedures employed.
Factor II: Price: Offeror shall provide pricing on the attached bid sheet (attachment 2).
Evaluations:
Quotes will be evaluated to determine whether all requirements are satisfied. During evaluation of each quote, the Government will determine a rating as prescribed in 52.212-2 – Evaluation of Offerors. Submission of the PWS is not sufficient as a submittal of understanding of the scope of the requirement. Quoters shall provide as part of their submission in Factor 1.
The below ratings and descriptions will be assigned for Technical Approach.
- Good: Proposal demonstrates a thorough approach and understanding of the requirements and contains at least one strength or significant strength, and risk of unsuccessful performance is low to moderate.
- Acceptable: Proposal demonstrates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
- Marginal: Proposal has not demonstrated an adequate approach and understanding of the requirements, and risk of unsuccessful performance is high.
FACTOR 1 – Technical Capability: Quoter shall provide that they hold current American National Standard Institute (ANSI) Conference for Food Protection and a Maine state food license issued by the Maine Department of Agriculture. Please provide copies.
FACTOR II - Price: The Government will evaluate the price by adding the total of all line item(s) prices. The Government may use various price analysis techniques and procedures to make a price reasonableness determination. Offers that do not meet or exceed the technical capability or quality of the item offered to the Government requirement shall not be selected regardless of price.
FACTOR III – Past Performance: Contracting will utilize past performance inquiries consistent with CPARS, FPDS-NG, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS) or other databases and Previous Awards, and Determination of Responsibility documentation.
Basis for Award:
The award will be made based on the best value to the Government considering technical capability, price, and past performance.
Submission Due Date: The submission due date for this solicitation is 22 March 2024 at 1 PM EST.
