This is a Request for Quotes (RFQ) for a Blanket Purchase Agreement (BPA) for Real Property Appraisal Reports for the United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) South Dakota State Office.
This is a 100% set aside to Small Business applicable NAICS code is 531320 "Office of Real Estate Appraiser" which has a size standard of $9.5M. For more information on SBA size standard visit http://www.sba.gov/size.
Work will be performed in accordance with the Statement of Work (SOW), Terms and Conditions, and Clauses. The acquisition procedures at FAR Part 13.5 and 12 are being utilized. The Government intends to award one or multiple BPAs containing Firm Fixed Priced unit rates but reserves the right not to award any BPA from this solicitation as wel. There will be no funds associated with this BPA. Funding will be issued at the BPA Call Order Level.
Any resultant BPA from this solicitation will contain Firm Fixed Price unit prices and will include a five (5) year ordering period commencing on the date of the BPA award. The delivery date governing each call order will be identified within the call order at the time of order placement. The period of performance for a real property appraisal report will be 45 calendar days after receipt of the order.
BPA Calls may be placed against this BPA by any properly warranted Contracting Officer or authorized Government Purchase Cardholder for the USDA. Each individual BPA call will have a unique appraisal requirement to be specific on the BPA Call. Payments may be made via the government purchase card or electronic funds transfer.
The period of performance for this BPA will be five years from the date of award of the BPA and subject to annual review/parties right to terminate.
The contractor shall not be required to perform services on the following eleven (11) federally recognized holidays: New Year's Day, Martin Luther King Jr.'s Birthday, Washington's Birthday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.
The United States of America, acting through the U.S. Department of Agriculture’s Natural Resources Conservation Service (NRCS) is considering purchasing a conservation easement to assist the landowner in protecting, restoring, and enhancing the original hydrology, native vegetation, and natural topography of eligible land, to restore and protect the functions and values of wetlands in the agricultural landscape, help achieve the national goal of no net loss of wetlands, and improve the general environment. These lands may be placed under a conservation easement through ACEP-WRE.
All appraisals completed for this program must comply with Uniform Standards of Professional Appraisal Practice (USPAP) and appraisal instructions as issued by NRCS.
ACEP-WRE appraisals are market value as is appraisals of the easement area. A conservation easement value is not needed for ACEP-WRE.
