The Department of Interior, Bureau of Land Management (BLM), Montana State Office is soliciting quotations for construction activities to include the furnishing of labor, equipment, supplies, and materials, in order to drill one water well, trench and backfill new utility lines, replace and install new water system fittings, install a new submersible pump and controls, and abandon two existing wells in accordance with the drawings and specifications. The project work is at Clark's Bay Day User Area located in Lewis and Clark County, Montana.

Pursuant to Part 13 and Part 36 of the Federal Acquisition Regulations, BLM issued a Request for Quotations (RFQ) on March 6, 2024. The estimated price range of this acquisition is between $100,000 and $250,000. BLM issued the RFQ under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237110 and the associated Small Business Size Standard is $45.0 Million.
Amendment Number 1 was issued on March 12, 2024.
Amendment Number 2 was issued on March 25, 2024.
The Government strongly urges offerors to inspect the sites to gain a better understanding of the work requirements and to satisfy themselves regarding all general and local conditions that may affect the cost of performance. In no event shall failure to inspect the site constitute grounds for a claim after award. An organized site visit was held on Tuesday, March 12, 2024, at 10:00 am local time.
A single contract award will be made to the offeror that submits a quotation that has been determined to be the lowest price based on Simplified Acquisition Procedures within the Federal Acquisition Regulations. A firm-fixed priced purchase order is contemplated. Quotations are due by close of business on April 10, 2024, at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic quotations as a response to the solicitation. Electronic quotations will be subject to the same rules as paper quotations.
The Government anticipates award of this procurement on or around April 16, 2024. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed. The Contractor will have 30 days from the notice to proceed date to install a new backflow preventor and all associated plumbing in the Clark's Bay Pumproom. Additionally, the Contractor will have 45 days from the notice to proceed date to perform all well drilling, water quality, and yield testing requirements. The Option Schedule will be contingent upon the water quality and yield testing results from the well drilling operations. If the option schedule is exercised, the contractor will have an additional 90 days to perform the work from the notice of proceed.

All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products.
The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
